WASHINGTON, Aug. 4 /U.S. Newswire/ -- The Foreign Policy Association has released its 2004 Citizen's Guide to U.S. Foreign Policy. Experts and analysts agree that foreign policy issues will play a greater role in the 2004 presidential election than any time in recent history.
